Who is Spencer?

Some say he was a Basque separatist who converted to Buddhism and eventually studied with his holiness the Dhali Lama. Others say that he's a recluse who took himself off the grid when CHIPS was finally canceled. The one thing people can agree on is that his sage wisdom will one day be as praised by humanity as Aristotle's, Nietzsche's or Weird Al Yankovich's. It truly amazes me. How family's are cutting back this year on Christmas, however I can drive by ten houses and eight out the ten have a thousand christmas lights up. Some even have a blow up santa or rudolph with a 120watt red nose. So here's my question is the electric company have a 50% discount in december?
